Did we? If we did it makes a mockery of our protests about Guantanamo.
The Telegraph is a right-wing paper so I'm a bit confused.Would the UK support that kind of behaviour? Nooooooo

It depends on how far up the command structure the decisions were made. If they were made by grunts and middlemen, that's not quite as bad as the head of MI6 or even the PM allowing the use of torture. So far, it's not clear who is responsible, but it's still a horrific crime nontheless.

it depends on
what specifically was done
who did it

and
was it effective

Why would it's effectiveness have anything to do with it?

It went to the very top. Well, Jack Straw at least http://www.craigmurray.org.uk/Linda%2520Duffield%2527s%2520minute%252010%2520March%25202003%5B1%5D.pdf http://www.craigmurray.org.uk/mcDonald.pdf Craig Murray, as you may recall, was the British Ambassador who revealed MI6 was getting info from political dissidents who got given "the treatment" by Uzbek intelligence, was dismissed, suffered from character assassination in the press, suffered from an actual assassination attempt and is routinely ignored despite being proved right again and again.
