Reputation is more or less vanity thingy.
Post count matters - in an indirect way. There is no particularly set limit as to "over 300" posts, and you`re minister, but if you wanna be minister with ten posts, they`d better be profoundly-groundshaking opuses.
As for being a minister... More or less, it equals to posting on board regularly for several months (two-four, depends) and being an all-around agreeable person (more or less).
There are no specific ways to become minister, per ce. For example - I`ve practically shouted my way in. Some other people had no idea they would be ministers, until someone (usually me) sprang it up on them - "Hello, you`re a minister now. Please say hi in the lounge.".
Ordaining is per vote from existing ministers. Once someone nominates you, every minister votes, and if outcome is positive, you`re ordained.
Simple enough?
